Since attracting international headlines with the kidnapping of some 270 schoolgirls in April 2014, Boko Haram has commenced a territorial offensive in the northeast that Nigerian security forces have struggled to reverse. In the aftermath of the 2014 Chibok kidnapping, the Obama Administration deployed an interagency team to assess opportunities to support Nigerian efforts to counter Boko Haram and rescue the schoolgirls. As part of that effort, the Department of Defense (DOD) offered advisors to assist Nigerian forces and share information, including that obtained by intelligence, surveillance, and reconnaissance (ISR) assets based in neighboring Chad. The extent to which Nigeria itself will benefit from that program, however, remains unclear.
